antioch and we are dealing with a traffic alert in vallejo. big rig accident has the columbus parkway off-ramp shut down to westbound 80 and eastbound 37. i'll have video of that coming right up. but let's check in now with tracy for the forecast. >> hey, thanks, gianna. our forecast today includes a whole lot of sunshine for this sunshine and how about some warmer temperatures? yeah, the 90s. they are back! 90 degrees in fairfield today, 91 concord, 92 livermore, 82 oakland, 85 fremont, 87 san jose, 79 in san francisco, and temperatures just near 90 degrees in napa and in santa rosa. we warm up today and even hotter temperatures are expected over the course of the weekend. i have your weekend forecast in just a few moments. 6:01. was the pipe that blew up on the peninsula eaten away from within? that's one possibility under investigation this morning. anne makovec is in san bruno where bacteria may have caused the big explosion two weeks ago. bacteria? this is a new theory, bacteria

may have caused this big explosion two weeks ago? >> reporter: yeah. and apparently that was named to be the cause of a very similar incident that happened in new mexico a decade ago, a lot of the same circumstances, same size, pipe, same age of five, five decades old. that blast which killed 12 people was found to be due to microbiology-influenced corrosion. that's what they are looking into here in san bruno. looking at this piece of pipe for potential microbes which thrive in pools of water that can collect in pipes. that bacteria can release gases that break down the pipe's wall. the "san francisco chronicle" is reporting this morning that pg&e filed a statement with state regulators last year that there was, quote, ongoing concern about internal corrosion on the line, which runs from san francisco to milpitas. that includes this section that water had shown up in tests. the key to fighting this corrosion apparently using chemicals or robots to scrape microbes away but apparently pg&e says the pipeline in san

bruno was too narrow and had too many bends for some of the recommended treatments. pg&e said it did use ultrasonic techniques to detect corrosion and didn't find any. meanwhile, the public utilities commission has voted to bring an independent panel in to investigation this explosion, looking into what pg&e and state agencies could have done to avoid the disaster. state leaders are pushing to make sure pg&e pays for the cost of the panel out of its own profits so customers do not have to foot the bill. today is day 2 of heavy demolition an clean-up in the neighborhood what remains of the 35 homes that were burned to the ground will be removed over the next several weeks. large excavators and workers in protective gear are working on three homes a day. at the same time, street sweepers and water trucks work to keep the area clean by reducing the threat of toxic dust. >> want to make sure that we're very and fully protected. so we know there's going to be some levels of asbestos, metals and other items and we want to make sure that we are handling it in a way that will cause

absolutely no concern or problem. >> reporter: the demolition in this neighborhood will continue six days a week. it is expected to last at least a month. the main goal is to get this all completed before the rainy season so any of these toxic chemicals don't have the chance to seep into the ground water. sydnie? >> they are getting good luck with the weather at least right now. anne, didn't we talk about last week, a particular part of that pipe that exploded, that's on its way to washington? >> reporter: that's right. that's the pipe we showed you in the first piece of video here this morning. that piece of pipe is now under inspection in washington, d.c. they are using electronic microscopes. so if there is any corrosion on the inside or the outside, because that's the other theory, that will be found. and we'll be of course finding out information over the next several months. but the investigators have promised they will release any piece of information they have as soon as they have it. >> that is certainly good news to those home owners. anne, thank you very much, anne

makovec in san bruno. a family who was killed in that explosion will be laid to rest today. a funeral service for gregory bullis, his mother lavonne and 17-year-old son william will be held this afternoon at first presbyterian church in burlingame. a reception will follow at mills high school in millbrae. the bullis family was three of seven people killed two weeks ago when the pipeline exploded. their deaths were confirmed this week. and there will also be a funeral today for the 15-year- old novato high school student who was killed in a suspected drunk driving crash. he was one of three teenagers in the car last friday when it hit a tractor- trailer. police found beer cans and alcohol bottles at the crash scene. the 16-year-old driver now faces manslaughter and felony dui charges. california's budget is now a record-breaking 86 days overdue. but the stalemate could end soon. the governor's office says democrats and republicans have reached the framework of a budget agreement.

no details were released. they plan to work more on it over the weekend with the goal of reaching a final deal on monday. legislative leaders and governor schwarzenegger met yesterday in santa monica because the governor is still battling that bad cold. right now, california faces a $19 billion budget deficit. the lack of a state budget means some highway projects are on hold. the california transportation commission delayed another $900 million of transportation funding yesterday. it had already held back $3 billion worth of road and rail projects last month. the "mercury news" reports some projects scheduled to begin this fall will likely be delayed until the rainy season is over, even if there is a budget deal soon. bart is looking at advertising to boost its budget revenue. the transit every it agency is considering ideas including billboards on bart property as well as a video network that

would include ads. >> that would work because i don't want them to raise fares again. >> as a young person who is con at&tally bombarded by different advertisements all over the area, i'm one of the main targets of advertisers, constantly bombarded by different advertisements, i don't enjoy it very much. >> it could raise up to $6 million a year. traffic and weather, earlier this morning gianna we had problems in vallejo. how's it looking now? >> it's still there. they don't expect this closure to clear at least until 7:00 or 8:00 this morning. vallejo big rig accident westbound 80 off-ramp to columbus parkway and eastbound 37 shut down. not affecting the main lines. road. let me show you earlier video we shot of the area. this was an overturned big rig carrying grass and sod. they are working on clearing this out of the way. they have uprighted the big rig. it's off the scene. caltrans crews are still on scene to clean up the mess so use redwood as an alternate probably your best bet to get

a lot of advertisers, i don't enjoy it very much. >> bart says the ads could generate between $4 to $6 million a year. a decision in washington holds the promise of a super fast wireless internet. the fcc the federal communications commission is making unused airwaves available. we have kcbs radio's matt bigler in san jose with more on what this means for wireless users. >> reporter: good morning. this decision from the fcc has a lot of techies very excited about the future of wireless internet. let's look at what you're using today. it comes out of boxes that look like this, wireless fidelity or wi-fi. it's pretty reliable around the house but if you go beyond that it drops out and you can't get a signal. what the fcc approved yesterday are new rules that open up the wide spaces between tv signals and to use that for the new standard for wireless internet. it's going to be more reliable and faster. cnet's brian cooley says the

current standard is about 54 megabits. >> the new stuff is at least theoretically going to be in the white space running at 80 to 800 megabits. so it's many times faster in theory. this new white space spectrum is being opened up for these new services is very good at going through walls, very good at going around buildings. it's like television because it's in the same radiofrequency area. >> reporter: now, it still has to be determined who is going to set up this new network of wireless internet, this new wi- fi. several big companies are already talking about bidding for this. google, microsoft, hewlett- packard would all like to set that up. no word on how much it's going to cost, although consumers will have to probably buy new equipment to receive the faster signals. we should also note that not everybody is excited about this. police and firefighters and broadcasters were all against this decision for various reasons. i'm matt bigler live in san jose for cbs 5. >> yeah, matt.

cbsmoneywatch.com. >> good morning. normally when a company like advanced microdevices lowers its revenue outlook, that's a death nell for a stock. but amd got lucky that oracle's larry ellison had some things to say about what his company plans on buying potentially down the road. as you said, amd said that it's looking at lower revenue. the current quarter, by about one to four percent. normally during that time, it sees sales of 5 to 10% over the prior quarter because of the back-to-school shopping season but amd saw lower notebook sales in north america so it's lowering the revenue forecast. but oracle's larry ellison told the open world conference that his company is not interested in buying service companies like hp buying 3par out of fremont, data services. instead they are looking more at software companies and semi conductor companies such as amd. because of that, investors speculating that amd could be at oracle's crosshairs and amd shares are up over 5%. not bad considering its lower revenue forecast.

stock market is really charging ahead on this friday morning thanks to durable goods orders coming in much better than expected in august. take away transportation orders which were down considerably because of airplane sales, and orders were actually up by 2% best showing in five months. got the dow up 159. nasdaq higher by 36. s&p up by 17. and as of right now, apple shares are at $292..49. that makes it the second most valuable company in the world. valued at a little under $267.5 billion ahead of petroklein and just behind exxon which is valued at $311 billion. we'll see if apple can hang on. it didn't hang on yesterday. >> thank you, jason brooks with kcbs and cbsmoneywatch.com. in medical news the government is placing new restrictions on the diabetes drug avandia because of a risk of heart attacks. new patients can still get a

prescription for avandia, but only if they cannot control their blood sugar levels with other medications. in europe avandia is being pulled off the market. but here in the u.s., the food and drug administration says there is not enough evidence to warrant a complete withdrawal. after 86 days and countless closed door meetings, finally a breakthrough in the state budget stalemate. we hope. >> we have been talking about this this morning. phil matier is here now with state senator mark leno to talk about, okay, what happens next? hey, guys. >> all right. my first question to the state senator is, 86 days. what took longer? this budget or noah's ride on the ark? >> this is nothing biblical but what the framework means is that we have now finally determined what the revenue will be for the coming year and also what the amount of cuts will be for the coming year and the final details will hopefully be ironed out by monday. eye hope to vote on it by the

end of the next week. >> even by their own admission by the governor and the crew down in southern california, a lot of this is based on rosier- than-expected revenue projections, the idea of selling state buildings like the state buildings here in san francisco and then leasing them back which will cost a lot in the long term and still questions about education funding. >> every dollar we can't claim and score for the budget means less funneling for education and higher -- less funding for education, higher education, healthcare, social safety nets. we are trying to protect the structures, the infrastructures, the institutions of the state that have made this state great. >> are we trying to as you say protect the infrastructures or are these guys just trying to get out of this budget mess this year alive and papering it over with funny money? [overlapping speakers] >> there are elections coming up. give me a break. of course election are coming up. >> all of this is infused with politics. but if we were to fix a couple of systemic problems that we have -- for example, there is i

economy, chair the budget committee on health and human services. we have had hearings all the year long. but when the threshold to pass the budget is two-thirds, it literally means the minority rules. that's not the democratic process. 14 senators can veto what 26 want. and when they all sign a pledge that they are not going to cross the line, then one hand is tied behind their backs. >> what would you change so that this doesn't happen again to the state of california? >> first and foremost that voters pass prop 25 which will let the majority rule. we have elections every two years in the state assembly. if the voters don't like what the majority party is doing they con vote the party out but let the majority as i said with every city council, school board, county board of supervisors and u.s. congress, and 48 other states, maybe they know something we don't. >> or maybe they don't? because the last time we looked they weren't doing too well either. >> we are in the middle of the worst recession since the great depression. >> we'll take that one up on the next visit. >> that's right. that's one possibility under investigation this morning. all right. is bacteria to blame for the san bruno pipeline explosion? that's one possibility under investigation this morning. anne makovec is in san bruno. that's where work to clear debris continues today. anne, good morning. >> reporter: that's right. there is now some comparison between what happened here in san bruno and an explosion that happened a decade ago in new mexico. that explosion was found to be a result of what's known as microbiology-influenced corrosion. here's your quickie science lesson of the morning.

microbes thrive in water in pipes. that could make bacteria that breaks down the wall. it is possible that microbes were in play here and the "san francisco chronicle" reports this morning that pg&e did file a statement with state regulators last year that there was, quote, ongoing concern about internal corrosion on the line which runs from san francisco to milpitas and that water had shown up in tests. now, the public utilities commission has voted to bring an independent panel to investigate the explosion looking into what could have been done to avoid it. state leaders are pushing to make sure pg&e pays for the panel out of its profits so customers don't have to foot the bill. the clean-up continues here. we'll get a closer look at it at 10:00 this morning and we'll have it for you later on today on cbs 5. >> thank you, anne makovec live in san bruno this morning. thanks, anne. california's budget is now
